State Farm Property Claims Payment?

My house sustained freak weather damage to it, and State Farm sent out a claim rep to assess the damages. A few weeks later, State Farm gave me a check for $9,000 and said that they were withholding additional payments (about $3,000- which I will get once I send in receipts showing I fixed the damages). My question is, my contractor's estimate is lower than the $9,000. In fact, it doesn't come anywhere close to that amount of money. If I send in my receipts, will I have to return the difference to State Farm? Also, will I be able to get the $3,000 (PWI and depreciation) that State Farm withheld if I send in receipts with an amount lower than $9,000?
