Anyone in corporate environments notice colleagues/management withholding information?

Knowledge is free. it should be available to anyone who is willing and eager. in my opinion people who withhold information to sustain and justify their jobs should be fired. I was very happy with my bosses and colleagues until there was a change and an idiot replaced my reporting manager. He is absolutely scared to let any information out. he just wants to jump in and even restricts me from taking any initiative. is there a way we can deal with bastards like him?
