Do women in general actually "withhold" sex? As if they think men are subordinate to women and controllable?

I've never understood women who withhold sex. It is something I have never done and never will do. Sex has only ever been taken off the table for one of three reasons: I'm legitimately not in the mood (which is rare for me), I'm legitimately not feeling well (does not include I have a "headache" excuses; I mean being sick), or I'm out of town. Sex is supposed to be an expression of love and joy, not to be used as a weapon.
