IF someone does something wrong, does that person's spouse have the right to punish them forever?

If someone makes a mistake, like charges up a credit card really high, admits to it, and pays it off with their own wages/work does that person's spouse have the right to continue "punishing" them for it, by refusing to let them have ANY money, even cash, forcing them to account for their whereabouts, not allowing them access to a car or to leave the house without 'supervision', withholding affection/attention, refusing to acknowledge that person's birthday/anniversary/ etc, and by telling everyone they know about what happened for weeks, months, or years after wards? If you make a big mistake like that, even if you rectify it and don't repeat it, do you deserve to be punished for the remainder of the relationship, or should you just get out of it?
